A public license or public copyright license is a license in which the copyright holder(s) can grant additional copyright permissions to anyone in the general public - essentially a public license allows the licensor to let anyone in the general public become a licensee of the copyrighted work. By applying a public license to the work, the copyright holder(s) allow anyone to copy or change the work in ways that would otherwise be considered an infringement of their rights.
