If the Ownership of a Song Changes, Would I Need to have a new ISRC Assigned?

No - the ISRC should stay the same.

If the ownership of a song changes, a new ISRC does not need to be assigned. This is because an ISRC refers to a unique code that represents the identity of your recording, and not the underlying composition used in said recording, so ownership changes to the song/composition do not warrant a new ISRC.
